Maritime Security & Cybersecurity

An integrated view of physical and digital risk.

Maritime security and cybersecurity assessments, security plans and fractional officer support.

TPWC helps operators assess maritime security and cybersecurity together, connecting the protection of vessels, facilities, passengers and crew with the resilience of the systems supporting them. Maritime security assessments examine operating practices, access controls and vulnerabilities. Cybersecurity assessments examine digital risks, governance and response readiness. Assessment findings inform practical plans, clear responsibilities and follow-through. Fractional CSO and CySO engagements provide ongoing oversight at a level appropriate to the operator’s needs and applicable role requirements.

Areas of focus

  • Maritime security assessments for vessel and facility operations
  • Cybersecurity assessments of systems, access, dependencies and readiness
  • Facility Security Plan (FSP) development, review and implementation support
  • Vessel Security Plan (VSP) development, review and implementation support
  • Fractional Company Security Officer (CSO) support
  • Vessel Security Officer (VSO) training and implementation support
  • Fractional Cybersecurity Officer (CySO) support
  • Crew awareness, drills and incident-response coordination

Engagement deliverables

A maritime security assessment, cybersecurity assessment, FSP or VSP review, or defined fractional officer engagement.

Assessment informs the plan

Security and cyber work begins with the operating context: vessels and facilities, people, access, systems, suppliers and existing controls. We identify priorities and organize findings so the operator can make informed decisions and maintain a practical improvement plan.

Plans with clear ownership

FSP and VSP support connects documentation with responsibilities, drills and implementation. Cybersecurity planning addresses governance, response arrangements and coordination with technical specialists and vendors.

The right officer model

Fractional CSO and CySO support provides an agreed level of ongoing oversight. VSO training and implementation support helps the master or designated crew member carry out onboard responsibilities. For covered manned vessels, the VSO must be the master or a member of the crew, as specified in 33 CFR 104.215.

Cybersecurity readiness / July 16, 2027

Begin the assessment.
Build a workable plan.

Covered operators must complete a cybersecurity assessment and submit their Cybersecurity Plan to the U.S. Coast Guard no later than July 16, 2027. Submission is required by that date; the plan is submitted for review and approval.

Start by confirming applicability, identifying your IT and operational technology, and assigning a responsible lead. Begin the assessment now to allow time for vendor coordination, corrective actions and plan development. Training requirements already apply and include annual refreshers.

Requirements depend on applicability. Applicability · Assessment & training · Plan submission date
