Our history
Established in 2012.
Grounded in safety.
TPWC began in 2012, advising amphibious tour operators on safer operating practices. Early consulting engagements spanned Alaska, Hawaii, Florida, Texas, Japan and Singapore.
Since inception, TPWC has remained engaged with operators and industry partners, guided by a consistent commitment to safer passenger environments. What began in amphibious operations has grown into a broader perspective on the needs of the passenger vessel industry.
That commitment connects every part of our work: operational leadership, safety management, maritime security and cybersecurity, workforce development, regulatory and environmental support, and safety research.
We work with clients and partners to translate experience into practical improvements—strengthening the decisions, systems and people that protect passengers and crew and support dependable operations.

John Scannell, TPWC’s principal and a U.S. Coast Guard-licensed Master, is directly involved in understanding client needs and shaping each engagement.
His background brings together passenger vessel operations, business leadership, military service and an education in political science. Clients receive direct attention from a principal who understands both vessel operations and the decisions behind them.
